April 26, 2010
The Regular Meeting of the Council of the City of Belpre, Ohio was called to order by Council President Mr. Neff at 7:30 p.m. with Mr. Neff welcoming everyone to this evening’s meeting. The roll was called with the following members present: Ms. Abdella, Mr. Baker, Mrs. Boso, Mrs. Marshall, Mr. Martin, Mr. Robinson and Mr. Sinnett. Also present were Mayor Lorentz, Safety-Service Director Mr. Ferguson, City Law Director Mr. Webster, and Clerk of Council Mrs. Meredith. Absent from the meeting were City Auditor Miss Pittenger and Treasurer Mr. McAfee.
At this time Mr. Neff asked that everyone please stand for the prayer and remain standing for the Pledge of Allegiance.
Ms. Abdella made a motion to accept the minutes of April 12, 2010 as presented and dispense with the reading. A vote was taken with all members of council present voting aye.
Reports of City Officials
Mayor Lorentz reported that since we last met I have attended many functions for the city. April 13th I was asked to read to the kids at Your Kids First Academy. That evening we attended the Historical Society Dinner and recognition event. On April 15th I was asked to speak to the Top Ten Club of AERO. I was impressed with the group ranging from grades 9 to 12 that attended.
On April 20th I met with the Civitan Club to explain the progress with the park and also give a brief report on activities in the city.
The Civil Service exams are complete for the two jobs we have open. Ms. Pittenger, Mr. Ferguson and I will start interviews very soon. The new court program is to go live on May 19th so this gives us little time to waste in the process.
Steve Reddy introduced us to the new web-site and gave instructions so we can add and maintain many of the sites our citizens can access.
This past week was volunteer week across our nation. The Senior Center held a Volunteer Tea on Thursday April 22nd to recognize the many volunteers this city relies on each and every day.
April 22nd was the Grand opening for the new PARS Facility on Main Street. The Director is a very energetic young lady that will be constantly working to improve their business and clientele. The facility is already an asset to the area.
People’s Bank has again volunteered to assist Camp ECHO in a fund raiser. People’s Bank challenged the Marietta Wheelers Team to a Wheel Chair basketball game on April 24th at Warren High School. They in turn asked me to play on their team.
On Sunday I was guest Server at Wendy’s to assist Relay for Life fund raisers. Wendy’s donated a portion of their proceeds to the effort.
This week will be quite busy as we have our interviews for United Way and Tree City USA awards in Athens. Arbor Day activities are scheduled this Friday at the east end of Civitan Park where we are planting a Weeping Willow tree on the Alcazar land we acquired last year. Please try and join us at 2 pm Bob’s Market is donating the willow tree to the city for the Arbor Day Planting.
The State budgets erased all summer activities this year.
I would like to ask council to approve Mr. Greg Price to the Belpre Volunteer Fire Department.
Safety-Service Director Mr. Ferguson announced that last week was volunteer week. We had 18-20 people cleaning the fence line between the Moore Property and the city building. Thank you Roger Snyder for getting this project together and thank you volunteers for such an excellent job.
At the last meeting there was discussion regarding a noise issue on Main Street. I have a meeting scheduled with the gentleman at 2 pm on Thursday as well as the owner of the car wash to check out the noise.
There will be a group of 500 people visiting our community in June or July to do house painting for 4-5 days. If any members of council or the administration know of a home in need of painting please supply a list of addresses.

City Auditor was absent. No report given in her absence.
City Law Director Mr. Webster discussed the alley access to another alley. There was a fence built across the alley. I got the tax map and Mr. Ferguson and I reviewed. It appears that neither side of the alley has been used for years. The fence is located on the west and south side of the alley. Large trees were planted in the middle of the alley. There is no way to use the alley unless everything is cleared. The fence is located on the west and south side of the alley with large trees in the middle of the alley. I believe this is a red hereon between two neighbors. Mr. Webster also announced that the agreement with the county has been finalized. Mr. Webster also stated that Mr. Roddy had played 7-8 baseball for him. Good things can happen to youngsters from the City of Belpre. They can become successful in spite of the adult influence they may encounter.
Mr. McAfee has been in contact with me. He is not in attendance this evening because he is home taking care of his wife after surgery.
Communications and Petitions
Mr. Neff announced that he had received the following correspondence:
Fruth Pharmacy Health Fair 2010 will be held on May 22, 2010 from 9:00am – 1:00pm.
April 30th, 2010 from 5:30 – 7:30 at the Parkersburg Art Center there will be an opening and reception. Washington County Community College Fine Arts Transfer Program will be displaying their Art Exhibits.
Mary Taylor Auditor of State sent a letter regarding Bulletin 2010-02 that refers to estimating historical cost of capital assets using CPI.
We received a fax from Bill Hahn Insurance regarding Mr. Ruble’s Sternwheeler and the coverage on parking lot. Mr. Ferguson stated that he has not been in contact with Mr. Ruble.
The ordinance regarding Texting While Driving has been distributed.
Mr. Neff spoke briefly about our school system. He had conversation with three different families and received the same response that the reason their children is attending a different school is because they heard that the school they are sending their children to is a better school system. We need to get out what a great school system we have.
Report of Standing Committee:
Finance/Audit Committee – Ms. Abdella had no report however she commented on Mr. Neff’s comment. Ms. Abdella stated that education of a person’s child is their own personal choice. We need to be advocates for our school system however the school needs to be perceptive to issues that are presented. Mr. Neff stated comment well taken. Mr. Neff stated that he would like Ms. Abdella to be in contact with our cities auditor regarding the street sweeper.
Mr. Baker, Police and Fire Committee made a motion to add to tonight’s agenda for first reading AN ORDINANCE PROHIBITING TEXTING WHILE DRIVING. A vote was taken with all members of council present voting aye. .
Mrs. Marshall, Streets, Sidewalks and Storm Sewers reported that her committee met April 26th, 7:00 p.m. for the purpose of making a decision to open Dana Road to Campus Drive and the purchasing of a street cleaner. After discussion the majority of Council was in favor to leave Dana Road as is. The chair has decided that Dana Road will remain as is. After much discussion on the purchase of a street cleaner it was decided to rest the discussion and decision on purchase until we see how the new sweeper will work during the rental of this piece of equipment. Mrs. Marshall made a motion to add to tonight’s agenda for first reading AN ORDINANCE AMENDING SECTION 1313.25 (A) (2) OF THE CODIFIED ORDINANCE OF THE CITY OF BELPRE AS TO STORM WATER. A vote was taken with all members of council present voting aye.
Mr. Robinson had no report for the Utilities Committee. Mr. Robinson called a committee meeting for May 10, 2010 at 7:00 p.m. for the purpose of discussing AN ORDINANCE REGARDING GARBAGE AND RUBBISH COLLECTION PROCEDURES.
Mr. Martin Parks and Recreation Committee addressed council regarding the improvement to the Dirt Track at Civitan Park. He asked why we just couldn’t give them permission to go ahead and build the mounds without going through the Port Authority. Mr. Webster stated that in order for them to do this for their own use they would have to have permission though the Port Authority for the use of public property. Mr. Martin also commented on the nice job that was done on cleaning up the Moore property.
Mrs. Boso had no report for Planning and Zoning Committee.
Mrs. Boso had no report for the Economic Development.
Mr. Sinnett had no report for the Rules Committee. Mr. Sinnett did stress the importance of the Health Fair.
Persons Appearing Before Council – Agenda Items Only:
Chester Lockhart 810 Westview Drive addressed the permanent trash cans on Westview Drive.
Judith Drake, 809 Westview Drive also addressed the permanent trash cans on Westview Drive. She stated that a platform has been built and a fence for around the cans.
Mr. Martin brought before council for third reading AN ORDINANCE AMENDING PENALTY FOR REFUSING TO OBEY SIGNS OR REGULATIONS POSTED IN CITY PARKS AND RECREATION FACILITIES. A vote was taken with all members of council present voting aye.
Mr. Martin moved this be Ordinance 8, 2010-2011 and duly passed. A vote was taken with all members of council present voting aye.
Mr. Martin brought before council for second reading A RESOLUTION AUTHORIZING THE SAFETY-SERVICE DIRECTOR TO EXECUTE AN AGREEMENT FOR MANAGEMENT OF THE CITY OF BELPRE SWIMMING POOL DURING 2010. A vote was taken with all members of council present voting aye.
Mr. Martin moved to suspend the rule of council requiring reading of this resolution on three different days to allow for the third reading of A RESOLUTION AUTHORIZING THE SAFETY-SERVICE DIRECTOR TO EXECUTE AN AGREEMENT FOR MANAGEMENT OF THE CITY OF BELPRE SWIMMING POOL DURING 2010. A vote was taken with all members of council present voting aye.

Mr. Baker brought before council for first reading AN ORDINANCE PROHIBITING TEXTING WHILE DRIVING. A vote was taken with all members of council present voting aye. This will lie over until the next meeting of council.
Mrs. Marshall brought before council for first reading AN ORDINANCE AMENDING SECTION 1313.25 (A) (E) OF THE CODIFIED ORDINANCE OF THE CITY OF BELPRE AS TO STORM WATER. A vote was taken with all members of council present voting aye. This will lie over until the next meeting of council
Persons Appearing Before Council:
Lynn Ferguson 902 Morgan Avenue addressed council regarding texting while driving and the extent of the punishment.
Ms. Abdella asked if there had been any inquiries about pool passes. Mayor replied that there have been inquiries.
Mr. Robinson made a motion to accept Greg Price as an active member to the Belpre Volunteer Fire Department. Ms. Abdella asked about the number of active members they have on the fire department. Mr. Sinnett stated that he was sure if was over 36 members. Ms. Abdella asked if we need to update because of liability insurance. Mr. McCauley stated that Susan did have a point and perhaps it did need to be looked into. A vote was taken with all members of council present voting aye.
Mr. Neff assigned update to the Belpre Fire Department as to the number of members to Mr. Baker’s Police and Fire Committee.
Mr. Neff went over committee assignments.
Mr. Robinson moved to adjourn at 8:45 p.m. A vote was taken with all members of council present voting aye.
