The Regular Meeting of the Council of the City of Belpre, Ohio was called to order by Council President Mr. Neff at 7:30 p.m. with Mr. Neff welcoming everyone to this evening’s meeting.  The roll was called with the following members present:  Ms. Abdella, Mr. Baker, Mrs. Boso, Mrs. Marshall, Mr. Martin, Mr. Robinson and Mr. Sinnett present.  Also present were Mayor Lorentz, Safety-Service Director Mr. Ferguson, City Auditor Miss Pittenger, City Law Director Mr. Webster, and Clerk of Council Mrs. Meredith. Absent from the meeting was Treasurer Mr. McAfee,

At this time Mr. Neff asked that everyone please stand for the prayer and remain standing for the Pledge of Allegiance.

Ms. Abdella made a motion to accept the minutes of July 26, 2010 as presented and by-pass the reading.  A vote was taken with all members of council present voting aye.

Reports of City Officials

Mayor Lorentz asked that Council please add Sherry Ryan to the tree commission list that I have provided.  Sherry has been elected by the Belpre Women’s Club to the new Conservation Chair for the club.

I have applied for a grant to the Governor’s Office of Appalachia to cover the $2,000 we spoke of last meeting.  At this point I see no reason we would not be successful. I believe that the traffic study is a must at this point and gives us a chance to get out in front of any problems.  The contract is with the City of Belpre for $8,000 with a developer paying $6,000.

On Monday August 2nd I was asked to participate in the interview process for the Community Development Specialist.  As you know this is Terry Tamburini’s old job with the O.S.U. Extension Office.  We do have 5 good candidates.

After trying many times to get the landowners and landlords to comply with city ordinance for lawn care and upkeep this last week I surrendered.  The Sanitarian from our health department visited one of our troubling sites.  After his visit the dwelling was classed as unsuitable for occupancy and an order to board up was sent.  If the owner does not comply fines can be levied.  After this step we can condemn the house if repairs are not completed.

Belpre new contact with AEP called to make us aware of upcoming repairs.  In the past few months we have experienced numerous power outages due to their equipment.  Delores explains the re-closures on our lines are no longer communicating.  Starting the week of September 7th our city may experience momentary outages as these are replaced.  Work will continue through the 2nd week of October.  We will add this to the web-site for all to view.

On August 5th Mr. Ferguson and I met with Strand & Associates to discuss improvements at Civitan Park.  With the added activities in our parks there are repairs that we cannot afford without researching all sources of funding.  At this point I am researching the possibilities of pond repairs which will make it handicapped accessible, along with added track and sidewalks to the parking areas.  Our roadway is beyond repair and will be added to the study.  I will report back when the study is complete.

The Homecoming has come and gone for another year.  We had a very good crowd and wonderful weather.  Special thanks go to Jon Neff and the Chamber of Commerce for their hard work.  Our festival is like everything else, as they really do need more help in organizing year after year.  We need to educate our younger folks to step up and make the changes they might want, and just get involved in their community.

On Sunday August 8th my wife and I were invited to meet with our Governor here in Washington County.  The event was enjoyable and drew a very nice crowd.

Belpre Day at O.U. is fast approaching.  If you would like to attend September 4th please let me know.  Tickets are reduced by over ½ for Belpre and our guests.

Safety-Service Director Mr. Ferguson requested that the RESOLUTION APPROVING THE SOLID WASTE MANAGEMENT PLAN FOR THE SOUTHEASTERN OHIO JONT SOLID WASTE MANAGEMENT DISTRICT be passed on two readings this evening.  The passed legislation will need to be certified by the Clerk of Council.  Bids for the expansion of the Belpre Senior Center should appear in tomorrow’s newspaper and again in seven days.  There is a rezoning issue regarding variance which I have given to Mrs. Boso to review.

City Auditor Miss Pittenger announced that each member of council should have received a report on their desk this evening regarding Operating Funds through July 31, 2010.  They include Expenses vs. Income, Revenue Appropriations vs. Actual Revenue Collected, Budget Appropriations vs. Actual Expenditures and Income Tax Collection. This report gives a ½ year picture as to where we are at regarding the city funds.  As you can see on the Expenses vs. Income, Fund 202 (Street Fund) and Fund 401 (Parks and Recreation) are down.  Funds will be transferred in October to bring them out of the red.  Income Tax Collections are also down.  Checking with the Top 10 Employers in the City of Belpre we have less people in the city working which is one of the reasons for a decrease in taxes.  We also have delinquent taxes.  We will be taking an aggressive approach in getting these delinquent taxes collected.

City Law Director Mr. Webster reported that he is researching real estate at the park.  Mr. Webster also announced that persons not paying their taxes can be prosecuted.

Treasurer Mr. McAfee was absent however a copy of the Treasurer’s Report was distributed prior to this evenings meeting and is now awaiting council action.  Mr. Neff pointed out that the Clerk will need a signed copy of the report and asked that she get that from Mr. McAfee.  At this time Ms. Abdella made a motion to accept the Treasurer’s Report as presented.  A vote was taken with all members of council present voting aye.

Communications and Petitions

Mr. Neff announced that everyone should have received a copy of the Belpre Volunteer Fire Department Roster that was updated August 2010. This roster includes the EMT’s on the department. Mr. Neff assigned the BVFD Personnel to Mr. Baker’s Police and Fire Committee.  Swimming Pool Fund #601 was assigned to Parks & Recreation, Supplemental 2010 Appropriations was assigned to Finance Audit Committee Ms. Abdella and the acceptance of Codified Ordinance was assigned to Mr. Sinnett.  Mr. Neff presented a bill to the City Auditor for the Codified Ordinances.  Mr. Neff also assigned the Broughton’s Property to Planning and Zoning, Mrs. Boso’s Committee.

Mr. Neff stated that there is only 23 days left until the Belpre City Golf Outing.  Sponsorship is down this year so if you know of anyone who would like to sponsor a hole please have them contact me.

On August 24th and 25th there will be a Small Towns/Big Futures Southeastern Ohio Solid Waste Investment Training.

Report of Standing Committee:

Finance/Audit Committee – Ms. Abdella had no report.

Mr. Baker, Police and Fire Committee had no report however he called a committee meeting for August 23, 2010 at 7:15 p.m. for the purpose of discussing the BVFD Personnel.

Mrs. Marshall, Streets, Sidewalks and Storm Sewers had no report

Mr. Robinson had no report for the Utilities Committee.

Mr. Martin Parks and Recreation Committee had no report.  Mr. Martin made a motion to add to tonight’s agenda for first reading A RESOLUTION REGARDING SWIMMING POOL FUND #601. A vote was taken with all members of council present voting aye.

Mrs. Boso had no report for Planning and Zoning.  Mrs. Boso called a Planning & Zoning Committee meeting for August 23rd, 2010 at 7:00 p.m. for the purpose of discussing the Broughton’s Property.

Mrs. Boso had no report for Economic Development.

Mr. Sinnett had no report for the Rules Committee.

New Business:

Mr. Martin brought before council for first reading A RESOLUTION REGARDING SWIMMING POOL FUND #601. A vote was taken with all members of council present voting aye.

Mr. Sinnett made a motion to accept Sherri Ryan to the Tree Commission.  A vote was taken with all members of council present voting aye.

Persons Appearing Before Council:

Charles Fry, 805 Lee Street, Belpre appeared before council regarding a two story garage.

The police department was recognized for the outstanding job they did moving a 60 unit parade through town.

Mr. Webster announced that annual reports are received from landlords in our city for tax purposes.
