The Regular Meeting of the Council of the City of Belpre, Ohio was called to order by Council President Mr. Neff at 7:30 p.m. with Mr. Neff welcoming everyone to this evening’s meeting. The roll was called with the following members present: Ms. Abdella, Mr. Baker, Mrs. Boso, Mrs. Marshall, Mr. Martin, Mr. Robinson and Mr. Sinnett present. Also present were Mayor Lorentz, Safety-Service Director Mr. Ferguson, City Auditor Miss Pittenger, City Law Director Mr. Webster, Treasurer Mr. McAfee and Clerk of Council Mrs. Meredith.
At this time Mr. Neff asked that everyone please stand for the prayer and remain standing for the Pledge of Allegiance.
Mr. Martin made a motion to accept the minutes of August 09, 2010 as presented and by-pass the reading. A vote was taken with all members of council present voting aye.
Reports of City Officials
Mayor Lorentz announced that on August 10th, Mr. Ferguson and I met with the United Food and Commercial Workers, Local 400 and our local representatives from the Police Department. We are trying to set dates in which to meet and prepare a list of issues we may want to negotiate. We at this point have met on the 19th, and will meet again tomorrow. As developments arise I will keep council apprised but until concluded should remain confidential.
On August 12th a large group of representatives from Buckeye Hills, Community Action, O.D.O.T. and elected officials met to discuss the Go Ohio Initiative the Governor has started. People from Athens County, Morgan County, and Washington County were represented. The issues we have with rail and material distribution are the same all over when you hear everyone’s concerns in a group setting.
We did receive our grant from the Governor’s office of Appalachia for $2,000. This will complete the traffic study without costing the city anything.
On August 13th we completed the grant process for Ohio Public works. I applied for funding to assist with sanitary sewer upgrades in the area of Farson Street. The grading process is still to come so let us know how we stack up with others applying for funding.
August 19th we honored Virginia Lee with a retirement party as this was her last day with us before retiring. Virginia has been with the city since April of 1988, starting as a dispatcher then being promoted to Court Clerk. Before working for us Virginia was with the Sheriff’s Department in Washington County. Virginia has been a great asset to Belpre and a role model to all new employees.
At one of our future meetings I would like to invite the director of the Washington County Home. As you know the renewal levy for the home is on the fall ballot. The director in a matter of minutes can educate us on the need for the levy and the operation of the home.
In a staff meeting the issue came up that many homes did not have street numbers displayed. This not only creates a problem for the utilities but emergency response. I will try to get this placed in the newspaper for education but also have the employees pass on addresses not complying so they can be notified. Ordinance number 1305.01 requires all dwellings and buildings to be numbered.
The O.S.U. Extension Office has named the replacement for Terry Tamburini’s old job. Darlene Lukshin will soon be assuming the role if she has not already. Hopefully Darlene can attend a meeting soon so to meet council.
On the table in the back is a document from Suddenlink. This will explain who will be affected with changes they are making.
The newspaper over the weekend had the obituary for Ivan Smith, one of our former Mayors. I went online and sent our condolences to the family.
Safety-Service Director Mr. Ferguson announced that on September 13th, 2010 at 7: 00 p.m. there would be a Public Meeting held in Council Chambers for the purpose of discussing rezoning property owned by Mr. Broughton. Notices will be sent out to residents 150 ft. from the property.
The clerk is passing around the legislation that was passed at the last council meeting regarding the Joint Solid Waste Management District legislation. I would ask that all members of council sign the legislation.
The bids for the Expansion of the Senior Center will open on September 1st, 2010 at 1:00 p.m.
I would ask the Chairperson of the Finance Audit Committee to consider fencing at Civitan Park (replacement of fencing on the High School Field) in the Supplemental Appropriation meeting. We received $5,000 in grant money toward the fencing.
City Auditor Miss Pittenger had no report for the Auditor’s Office.
City Law Director Mr. Webster had no report to present.
Treasurer Mr. McAfee had no report to present.
Communications and Petitions
Mr. Neff announced that everyone should have received on their desk and invitation for a VIP Breakfast and Senior update to be held on Monday, September 13, at 8:30 a.m.
Also on your desk is a copy of the Health line Magazine from Marietta Memorial Hospital where on page 22 is an article titled MMH’s Diabetes Education Center and Belpre Senior Center Partner together. This is great exposure for our Belpre Senior Center. This magazine is mailed to over 13,000 folks through the Mid-Ohio Valley….
Mr. Neff announced that the Belpre City Golf Outing is quickly approaching. We now have 10 teams registered and paid. If you know of anyone that is interested in sponsoring a hole please have them contact me.
Report of Standing Committee:
Finance/Audit Committee – Ms. Abdella had no report. Ms. Abdella called a Finance/Audit Committee meeting for September 8, 2010 at 6:00 p.m. for the purpose of discussing Supplemental Appropriations.
Mr. Baker, Police and Fire Committee reported that his committee met prior to this evening’s meeting to discuss the Belpre Volunteer Fire Department Personnel. At this time Mr. Baker made a motion to add to tonight’s agenda for first reading AN ORDINANCE REGARDING VOLUNTEER FIRE DEPARTMENT PERSONNEL.
A vote was taken with all members of council present voting aye.
Mrs. Marshall, Streets, Sidewalks and Storm Sewers had no report. Mrs. Marshall called a committee meeting for September 13, 2010 at 7:15 p.m. for the purpose of discussing the Street Sweeper.
Mr. Robinson had no report for the Utilities Committee. Mr. Robinson made mention of the possibility of reducing the water bill to a minimum of 4,000 gallons for those in assisted living. Miss Pittenger commented on the discussion.
Mr. Martin Parks and Recreation Committee had no report.
Mrs. Boso reported that Planning and Zoning Committee met on August 23rd, 2010 at 7:00 p.m. for the purpose of discussing the Broughton’s Property. Mrs. Boso announced that there would be a Public Hearing on September 13th, 2010 at 7:00 p.m. in Council Chambers.
Mrs. Boso had no report for Economic Development.
Mr. Sinnett had no report for the Rules Committee. Mr. Sinnett made a motion to by-pass committee and add to tonight’s agenda for first reading AN ORDINANCE APPROVING THE EDITION & INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF BELPRE, OHIO. A vote was taken with all members of council present voting aye.

Persons Appearing Before Council:
Charles Fry, 805 Lee Street, Belpre appeared before council regarding a two story garage. Mr. Fry stated that he had not yet heard back from the law director regarding his research. He has his contractor on hold pending a response.
Mr. McAfee asked about the status of the sidewalk paving at the schools. According to the Mayor this would take place in the future.
Mr. Neff reviewed the Committee Referral List awaiting Council Action.
