The Regular Meeting of the Council of the City of Belpre, Ohio was called to order by Council President Mr. Neff at 7:30 p.m. with Mr. Neff welcoming everyone to this evening’s meeting. The roll was called with the following members present: Ms. Abdella, Mr. Baker, Mrs. Boso, Mrs. Marshall, Mr. Martin, Mr. Robinson and Mr. Sinnett present. Also present were Mayor Lorentz, Safety-Service Director Mr. Ferguson, City Auditor Miss Pittenger, City Law Director Mr. Webster, Treasurer Mr. McAfee and Clerk of Council Mrs. Meredith.
At this time Mr. Neff asked that everyone please stand for the prayer and remain standing for the Pledge of Allegiance.
Ms. Abdella made a motion to accept the minutes of June 28, 2010 as presented and by-pass the reading. A vote was taken with all members of council present voting aye.
Reports of City Officials
Mayor Lorentz reported that Tuesday June 29th was a busy day for us as well as Washington County. The Governor was in Marietta for a fund raiser and to announce the grant for Marietta’s Armory. My wife and others served lunch at the Betsy Mills before attending the grant announcement.
June 30th I met with Tony Baumgard to discuss the Sr. Center and the construction costs. Tony is preparing specs for Mr. Ferguson to advertise. When I have those we can advertise for bids exclusive to what we decide.
July 1st, we met with O.D.O.T., Buckeye Hills, Burgess & Niple, Southeastern Ohio Port Authority, and the developers that wish to settle in our city. The reason for the meeting was to discuss any traffic needs as well as utility access. If traffic changes are necessary we may need to fast track the engineering as well as construction. The sanitary sewer issues will hopefully be completed with our OPWC monies.
Tonight we have Cheri Hass with us. As you know Cheri will be our new Attorney for personnel matters as well as negotiations. I would like for Cheri to introduce herself and field questions if council so chooses. Cheri stood and spoke briefly to council.
Also in attendance tonight is Calle Logston. Calle is the reigning Miss Teen Ohio International, and will be competing for Miss Teen International later this week in Chicago. The Miss Teen International was developed to promote today’s young women ages 13 to 18. It is my honor and pleasure to introduce Calle and with that read a proclamation prepared for her, and presented her a key to the city.
We will host a new release this week for one of our businesses that is expanding and entering into a hiring effort. By assisting with this release we can not only showcase our business partners but also our wonderful city.
Belpre Chamber of Commerce held a ribbon cutting ceremony for a new business on Thursday July 8th. Hair of the Dog is a pet grooming business that opened on the corner of Mary and Washington Blvd.
We have started the transition for the dispatchers and Clerk’s Office. Our new clerk started formal training today and our new dispatcher seems to be doing well.
Dawn Rauel and Darla Johnson from Community Action addressed council regarding a grant that the City of Belpre has been awarded from the Ohio Department of Development, which is being supervised in Belpre by Washington Morgan Community Action. The Grant focuses on two areas Owner occupied Rehabilitation and Home Repairs. Residents of the City of Belpre are encouraged to apply for these funds to make necessary repairs to their homes. The largest portion of the grant is for Owner occupied Rehabilitation which provides homeowners the opportunity to have their home rehabilitated in accordance with the Residential Rehabilitation Standards. The Emergency Home Repair Program will provide assistance to homeowners in a house that needs an emergency repair or accessibility improvement. They also passed out applications for council to distribute to citizens who may be in need of help. Questions that are asked consist of *Do you own your home? *Is your home in need of repair? *Are you interested in financial assistance for needed repairs? Also if you know of someone that needs help in completing the application please contact Community Action and they will send someone down to help you complete the application. Mr. Ferguson stated that this is not a scam. This is definitely on the up & up.
Mayor Lorentz also reminded council that reservation for the Mayor’s Dinner is due tomorrow July 13, 2010.
Safety-Service Director Mr. Ferguson announced that next Saturday is the John Epperly Road Race. This has been an annual race for the past three years. The race begins at 8:00 a.m.
The tennis court is semi complete. The white lines are a little tacky therefore we are keeping folks off the court for a little longer.
Senior Center plaque is on the wall about occupancy.

Miss Pittenger and I have been attending training classes from Ohio Purchasing (DAS).
On July 1st we began our new contract with J&J Refuse.
The speed bumps at Howe’s Grove Park have been completed.
City Auditor Miss Pittenger spoke briefly regarding the training that she and Mr. Ferguson are taking. She stated that it deals mostly with purchase requisitions. We are trying to have three requisitions on any purchase we make so we can have some comparisons and a way to save money. Also we went live with our payroll statements. Everyone should be receiving their pay through direct deposit. Council should receive their pay the second pay period of the month.
City Law Director Tom Webster announced that he was in contact with Kathy Davis regarding the EPA. There is a new resolution that we will need to address and that is the Water Quality Resolution. The new resolution has a provision that will allow the rules to change when the EPA rules change.
There was also a question about withdrawing property from the City of Belpre. Mr. Webster stated that it is called a detachment of real estate.
Treasurer Mr. McAfee thanked the administration and the seniors for allowing the Belpre Alumni to use their building for the ice cream social. We raised approximately $2,000 toward scholarships for the Belpre High School Seniors. A copy of the Treasurer’s Report was distributed prior to this evening’s meeting and is now awaiting council approval. Point of clarification was made by the city auditor regarding road tax. Communications and Petitions
Mr. Neff stated that he hopes everyone has had the time to review the handout regarding the 911 Implementation Plans. Please convey any questions to Mayor Lorentz.

Report of Standing Committee:
Finance/Audit Committee – Ms. Abdella reported that Finance Audit Committee met at 6:00 p.m. this evening for the purpose of discussing legislation authorizing the mayor to apply for grant funding through the Ohio Public Works Commission for the purpose of funding sanitary sewer upgrades in the Farson Street area. It was the decision of the committee to place on the agenda tonight for first reading. Ms. Abdella made a motion to add to tonight’s agenda for first reading A RESOLUTION AUTHORIZING THE MAYOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM FOR SANITARY SEWERS UPGRADES. A vote was taken with all members of council present voting aye.
Mr. Baker, Police and Fire Committee thanked the administration and members of council for their assistance with the Lions Club on a successful circus.
Mrs. Marshall, Streets, Sidewalks and Storm Sewers reported that her committee met at 7:15 p.m. prior to this evenings meeting to discuss whether we need an ordinance to prohibit outdoor wood burning boilers. After discussion it was the decision of the committee not to have an ordinance drawn up to prevent citizens from erecting outdoor wood burning boilers. Even though Chief Frank stepped out of the meeting, Mrs. Marshall recognized him for taking time out of his evening to attend her committee meeting regarding wood burning boilers
Mr. Robinson had no report for the Utilities Committee.
Mr. Martin Parks and Recreation Committee reported that his committee met prior to this evenings meeting to discuss the building expansion of the Senior Center. It was the decision of the committee to move forward for second reading. Mr. Martin also stated that he is amazed as to how many people use our parks. This past Saturday we had 42 racers at the RC Racing Speedway. I also noticed the number of folks using our pool, walking track, ball fields and boating.
Mrs. Boso had no report for Planning and Zoning.
Mrs. Boso had no report for Economic Development.
Mr. Sinnett had no report for the Rules Committee.

Mr. Martin brought before council for second reading AN ORDINANCE AUTHORIZING THE SAFETY-SERVICE DIRECTOR TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE ERECTION OF THE BUILDING SHELL FOR THE EXPANSION OF THE BELPRE SENIOR CITIZENS CENTER. A vote was taken with all members of council present voting aye. This will lie over until the next meeting of council.
Ms. Abdella brought before council for first reading A RESOLUTION AUTHORIZING THE MAYOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM FOR SANITARY SEWERS UPGRADES. A vote was taken with all members of council present voting aye.
Ms. Abdella moved to suspend the rule of council requiring reading of ordinances and resolutions on three different days to allow second and third readings of this resolution. A vote was taken with all members of council present voting aye.
Ms. Abdella brought before council for second and third readings A RESOLUTION AUTHORIZING THE MAYOR TO PREPARE AND SUBMIT AN APPLICATION TO PARTICIPATE IN THE OHIO PUBLIC WORKS COMMISSION STATE CAPITAL IMPROVEMENT AND/OR LOCAL TRANSPORTATION IMPROVEMENT PROGRAM FOR SANITARY SEWERS UPGRADES. A vote was taken with all members of council present voting aye.
Ms. Abdella moved this be Resolution 16, 2010-2011 and duly passed. A vote was taken with all members of council present voting aye.
Mr. Neff reviewed the Council Committee Referral List. Mr. Neff assigned the Storm Water Plan to Mrs. Marshall’s Street, Sidewalk and Storm Sewer Committee.
Mr. Neff announced that there is 51 days until the Belpre City Golf Outing.
