Council President Mr. Neff called the Regular Meeting of the Council of the City of Belpre, Ohio, to order at 7:30 p.m. The roll was called with the following members present: Ms. Abdella, Mr. Colvin, Mrs. Drake, Mrs. Marshall, Mrs. Miller, Mrs. Sinnett, and Mr. Turrill present. Also present were Mayor Lorentz and City Law Director Mr. Webster. Absent from the November 28, 2016 meeting was Safety-Service Director Mr. Cross, City Auditor Miss Pittenger, Treasurer Mrs. Kincaid and Clerk of Council Mrs. Meredith.
Mr. Neff asked that everyone please rise for the Prayer and remain standing for the Pledge of Allegiance. Mr. Neff gave the invocation.
Mrs. Marshall made a motion to accept the minutes of November 14, 2016 meeting as presented and by-pass the reading. A vote was taken with all members of council present voting aye.
Reports of City Officials:
Mayor Lorentz presented his report to Council. November 17th Becky Hennen and I attended the meet with Commissioners to decide the allotments from the Sr. Levy. We applied for enough funding to better open up the two rooms with another doorway and a designated reception desk area. Both were approved.
The 18th I was in Columbus for my annual court training. This is a requirement for the Mayor and Council President so to continue holding Mayor’s Court.
On the 21st Mr. Cross and I took a final walk down of the bridge project and a few items on a punch list.
The Christmas Parade was a success as always. Please take the time and work a shift at the Ginger Bread House or possibly work a couple hours on Saturday morning helping make repairs etc. This amazing addition to our city does not just happen; thousands of volunteer hours are worked every year.
Many changes are taking place at the fire department. Tonight we have three advancements in rank to take care of. At this time I would like to recognize and swear in our new officers taking on these roles for Belpre. Mr. Jim George will move up to Asst. Chief, Steve Rogers will assume the role of Safety Officer, and Greg Price will be our newest Captain. At this time, Mayor Lorentz swore in Mr. George, Mr. Rogers and Mr. Price.
Council, you also have a new up to date roster for the fire department on your desk.
Mr. Neff told the Mayor that he has received several calls regarding trash pick-up during Christmas and New Years. According to the Mayor pick up will be one day later.
Safety-Service Director Mr. Cross was absent. No report was given in his absence.
City Auditor Miss Pittenger was absent. No report was given in her absence.
City Law Director Mr. Webster had no report.
City Treasurer Mrs. Kincaid was absent. No report was given in her absence.
Communications and Petitions: None
Report of Standing Committee:
Ms. Abdella Finance Audit Committee had no report.
Mrs. Miller, Police and Fire Committee met at 7PM prior to this evenings meeting to discuss the use of golf carts on city streets. Following the discussion, council members said they would support implementing an ordinance with some restrictions, including inspections, equipment requirements like lights and low-speed vehicle signage, and is also considering restricting their use to streets with a maximum speed limit of 25 mph and possibly including a dawn to dusk only requirement.
City administrators were asked to contact some other area municipalities with similar measures already in use and pass that information to the law director’s office for use in drafting a couple of sample resolutions for council consideration in December.
Mr. Colvin, Streets, Sidewalk and Storm Sewer had no report.
Mrs. Marshall, Utilities Committee had no report.
Mrs. Sinnett, Parks and Recreation Committee had no report.
Mrs. Drake, Planning and Zoning Committee had no report.
Mrs. Drake, Economic Development stated that a resolution is needed to approve someone from the Belpre Area Chamber of Commerce, Economic Development Committee to communicate with Voinovich School of Economics at Ohio University. Mr. Webster is to draft the legislation.
Mr. Turrill, Rules Committee had no report.

Ms. Abdella brought before council for second reading TEMPORARY APPROPRIATION ORDINANCE FOR CALENDAR AND FISCAL YEAR 2017. A vote was taken with all members of council present voting aye. This will lie over until the next meeting of council.

Ms. Abdella and Mrs. Drake congratulated Mr. George, Mr. Rogers and Mr. Price on their new appointments to the fire department and expressed their appreciation for the efforts of the three gentlemen and the department as a whole.
Mrs. Miller commended the Belpre High School Band for a job well done during the Christmas Parade. Mrs. Miller also congratulated Mr. George, Mr. Rogers and Mr. Price for their new appointment.
