The Regular Meeting of the Council of the City of Belpre, Ohio was called to order by Council President Mr. Neff at 7:30 p.m. with Mr. Neff welcoming everyone to this evening’s meeting. The roll was called with the following members present: Ms. Abdella, Mr. Baker, Mrs. Boso, Mrs. Marshall, Mr. Martin, and Mr. Robinson present. Also present were Mayor Lorentz, Safety-Service Director Mr. Ferguson, City Auditor Miss Pittenger, City Law Director Mr. Webster, Treasurer Mr. McAfee and Clerk of Council Mrs. Meredith. Absent from the meeting was Councilman Sinnett.
At this time Mr. Neff asked that everyone please stand for the prayer and remain standing for the Pledge of Allegiance.
Mrs. Marshall made a motion to accept the minutes of October 25, 2010 as presented and by-pass the reading. A vote was taken with all members of council present voting aye.
Reports of City Officials
Mayor Lorentz announced that on October 26th I met with the Adult Technical Training group from Washington Tech. They are offering many new training classes and planning on more. I suggested that they look into an operator one class for treatment plants such as ours. The area is in need of these folks and no opportunities for study are available locally. The average grade for the first time test is just over 50% and the failure rate is over 70%.
Mr. Ferguson and his wife, Chief Clevenger, Ms. Pittenger, my wife and I attended the Annual Chamber Dinner on November 4th. Marietta Memorial and the PM Company announced their plans for the Farson Project. We are planning a ground breaking in the very near future. I would hope that council would make an effort to attend and show support for this event.
Mr. Ferguson and I have hired an engineering group to do the design work on Farson Street and to develop the plans for storm sewer improvements in this area. Council please be aware that there is a cost for Belpre in some of this expansion process. The PM Company would like to utilize the same engineering group for their development as well. This will require a developer’s agreement with the city and council. As I learn more I will relay to you.
About a month ago I asked council for a problem for the probletunity team at the High School. Not receiving one Mr. Ferguson and I gave them the task of finding the reason for, and a solution to, the bad publicity for the schools as well as the city attitude toward the same. They are to report back on December 20th at the School Board meeting. If you can attend I encourage you to do so.
As of last week I have completed the Safe Routes to Schools Grant with the assistance of the ODOT Rep and the extension office. As of this point I have only applied for infrastructure needs in the first round. Possibly next year I will re-apply for the Safety Officer and added safety opportunities as monies become available. Total for this round is over $300,000.00.
Safety-Service Director Mr. Ferguson announced that the City Auditor would address the cities auction.
The city building will be closed on November 11, 2010 in observance of Veteran’s Day.
Mr. Ferguson spoke briefly about Waste Water Treatment Plant Class 1 Operator’s.
Curb cuts will begin on November 15, 2010 along 3rd Street, and Rockland Avenue. This is being done with our CDBG monies.
Chief Clevenger and Chief Frank recently attended a Media Class.
In the past 5 months the City of Belpre has had 3 major house fires. I encourage everyone that if you do not have a smoke detector in your homes please get one. Also if you do not have a fire extinguishers in your home please get one. The fire department will come and install fire extinguishers in your home free of charge. They are also willing to get working smoke detectors in your home. Please remember that this is something that can save your life.
Also in the cities ordinance book there is a section regarding demolition of structures which requires a fee of less than $50.00. In some situations this may be a hardship for some families. In this case Mr. Robinson made a motion to waive the fee for families in this situation. A vote was taken with all members of council present voting aye except for Ms. Abdella whom voted nay.
City Auditor Ms. Pittenger reported that on your desk this evening you will find a worksheet regarding Expenses vs. Revenues for 2010, and Income Tax Collection for the City of Belpre through 10/31/2010. If you have any questions please feel free to contact me. Our police department is now up and running on the cities website. You can access the website at www.belprepd.com. Since I became the auditor for the city we had our first advertised asset sale. I didn’t think we would have a large attendance however we had a parking lot full of cars and we raised $6,000.
Miss Pittenger was asked if there will be a need to have any additional appropriations for 2010. According to Miss Pittenger there should be no additional appropriations needed.
City Law Director Mr. Webster reported there was a Public Hearing on the rezoning of property from C-2 to R-2 and vacating an alley on Florence Street. I will be working on this for our next meeting.
Miss Pittenger and myself will continue working on the collection of past due income tax obligations.
Treasurer Mr. McAfee reported that a copy of the October 2010 Treasurer’s Report is before you this evening and is now awaiting approval by council. Mr. McAfee stated that there is $75,000 allocated to transfer to Fund 401 Recreation Fac/Improv. Mrs. Boso made a motion to accept the Treasurer’s Report as presented. A vote was taken with all members of council present voting aye.
Communications and Petitions
Mr. Neff announced the following:
- Veteran Day celebration will be held on Wednesday, November 10, 2010 at 8:15 a.m. in the high school gym on the Belpre High School Campus. There will be a short program including music and a speaker followed by a breakfast reception for our veterans and their guest. I hope that everyone that plans to attend responded by Friday, November 5, 2010.
- We have three pieces of legislation that requires attention. They are the Manpower Legislation /Ms. Abdella, Longevity Pay/Ms. Abdella and the Blennerhassett Island agreement/Mr. Martin.
- Mr. Neff assigned 2011 Manpower to Ms. Abdella’s Finance/Audit Committee.
Report of Standing Committee:
Ms. Abdella had no report for the Finance/Audit Committee. Ms. Abdella called a committee a for November 17, 2010 at 6:00 p.m. for the purpose of discussing Temporary Appropriations, Manpower and Longevity. Ms. Abdella verified the failure rate of a Class I operator for the treatment plants such as ours. Ms. Abdella also reported that the Belpre Women’s Club was trained by members of our fire department on the use of fire extinguishers.
Mr. Baker, Police and Fire Committee had no report
Mrs. Marshall, Streets, Sidewalks and Storm Sewers had no report.
Mr. Robinson had no report for the Utilities Committee. Mr. Robinson stated that he did meet with Energy Service Inc regarding electric and gas.
Mr. Martin, Parks and Recreation Committee had no report. Mr. Martin called a Committee meeting for November 22, 2010 at 7:00 p.m. for the purpose of discussing the Blennerhassett Island agreement.
Mrs. Boso, Planning and Zoning Committee had no report.
Mrs. Boso had no report for Economic Development.
Mr. Sinnett, Rules Committee was absent. No report was given in his absence.

Mr. Neff stated that in December we have always dismissed the second meeting due to the Christmas holiday. Mr. Neff asked for the desire of council regarding this meeting. After discussion Ms. Abdella made a motion to cancel the second meeting in December. A vote was taken with all members of council present voting aye.
Persons Appearing Before Council:
Mr. Ferguson stated that he would provide a corrected copy of the Manpower Ordinance before the November 17, 2010 meeting.
Mr. Baker made a motion to excuse Mr. Sinnett from this evenings meeting. Mr. Sinnett had to work. A vote was taken with all members of council present voting aye.
Mr. McAfee announced that the City of Belpre would hold the district meeting for the Lion’s at the Lion’s Club. Mr. McAFee congratulated Mayor Lorentz on the Hospital Project.
