The Regular Meeting of the Council of the City of Belpre, Ohio was called to order by Council President Mr. Neff at 7:30 p.m. with Mr. Neff welcoming everyone to this evening’s meeting.  The roll was called with the following members present:  Ms. Abdella, Mr. Baker, Mrs. Boso, Mrs. Marshall, Mr. Martin, Mr. Robinson and Mr. Sinnett present.  Also present were Mayor Lorentz, Safety-Service Director Mr. Ferguson, City Law Director Mr. Webster, Treasurer Mr. McAfee and Clerk of Council Mrs. Meredith. Absent from the meeting was City Auditor Miss Pittenger.

At this time Mr. Neff asked that everyone please stand for the prayer and remain standing for the Pledge of Allegiance.

Mrs. Marshall made a motion to accept the minutes of September 27, 2010 as presented and by-pass the reading.  A vote was taken with all members of council present voting aye.

Reports of City Officials

 

Mayor Lorentz announced that he would like to remind council of their United Way pledge for this year.  Our Auditor states that you may do payroll deduction or a lump sum and we will deliver it for you.  If you have questions let me know as they are due by October 20th.

On September 28th I along with Commissioners and the Director of the County Home made a presentation to the Senior Citizen’s Group.  The levy on the ballot in November is a renewal to keep the doors open.

On September 29th I met with all the area representatives to assign points to the POWC projects in our region.  Belpre added the sewer project at Farson Street and did not score high enough to be funded.

October 1st, I attended my yearly training for Mayor’s Court.  Our new court clerk Mrs. Martin joined me for the trip to Columbus and also attended training to assist her in her job.

The Apple Butter Stir-Off has come and gone for another year.  The event was well attended and for those responsible for setting it up they did a very good job.  The same day the Women’s Club held a Bass Tournament on the river.  If you could not find something to do in the past few weekends you sure didn’t look very hard.

The Chamber of Commerce is working hard to assist us with economic development in our city.  We met this past week and decided to develop infomercials to showcase our city businesses.  This will now go to the entire board and hopefully make a difference.

The MATAC group met in Marietta on Wednesday to discuss the bike path from Athens to Marietta.  When I know how it will snake through Belpre I can report back.  I missed this meeting due to employee meetings.

On Wednesday October 6th we started the negotiation process with the AFSCME group and received a list of changes they would like to see in the next contract.  As we progress I will keep council updated.

I received a call from a company wanting to lease or purchase 6 or 7 acres in which to place a solar collection point.  The power would be sent to the grid and Belpre would get the discount power if we agreed or had a location.  I have given the information to one of our business owners that may have the perfect spot for such a facility.

Trick or Treat for Belpre will be October 30th from 6pm till 7:30.  The Belpre Volunteer Fire Department is again opening the Haunted House on October 26th, 27th, and 28th; the time will be 6 to 9PM each night.

Fire Prevention week was last week and our fire department sent two vehicles to Williamstown to represent Belpre.  Thank you Chief Frank for your assistance. The Wood County Airport is hosting the air show on the 16th.  Our Fire Department is also assisting with this activity.

Safety-Service Director Mr. Ferguson stated that on your desk tonight is an Official General Election Ballot for your review.

The Planning Commission met at 5:00 p.m. on October 6, 2010 to address two issues:

1)      Dr. Brian Eaton, 1901 Pennsylvania Avenue, Belpre requested that two parcels of property (083246400 and 0832460000) he owns at 2316 Washington Blvd. be redefined and the northern most half be rezoned from Commercial to R-2.  Once the property has been redefined the Planning Commission approved Mr. Eaton’s request to rezone the northern most half of the property from C-2 to R-2.

2)      Mr. Clarence Robinson owner of property at 611 Florence Street (0835068000) and 613 Florence Street 0838448000) has requested the alley running east and west between his properties be abandoned.  The alley currently runs from Florence Street to an open alley running north and south between Main Street and Florence Street.  Discussions with Mike Betz, Public Works Superintendent, confirmed that none of the City’s utilities utilized the alley as a right-of-way.  The Planning Commission approved Mr. Robinson’s request to abandon the alley.

Before you is an invitation to a Veterans Day celebration on Wednesday, November 10, at 8:15 a.m. in the high school gym on the Belpre High School Campus.  There will be a short program including music and a speaker followed by a breakfast reception for our veterans and their guest.  Please R.S.V.P by Friday November 5, 2010.

On October 2 & 3, the Belpre Senior Center will be serving Saturday Breakfast from 8 a.m. to 10 a.m. and also on Saturday & Sunday in the Park they will be serving Chix & Noodles, Cheese/Nachos and drinks.  All proceeds fund special projects at the Belpre Senior Center.

Last but not least our new City Street Sweeper is working hard with a few little bugs needing worked out.

City Auditor Miss Pittenger was absent.  No report was given.

City Law Director Mr. Webster announced that the Apple Butter Stir-Off has been completed for another year.  Thanks to all those who attended and supported this festival.

The Planning and Zoning Commission met regarding the zoning issue and vacating an alley on Florence Street.  Both requests have been approved.

Discussions continue regarding the Suddenlink issue.

Treasurer Mr. McAfee reported that both the July and August 2010 Treasurers reports have been revised due to program problems and are now awaiting Council approval.

Ms. Abdella made a motion to accept the amended July and August 2010 Treasurer’s Report.  A vote was taken with all members of council present voting aye.

Communications and Petitions

 

Mr. Neff announced the following:

  1. The Planning and Zoning Committee will hold a Public Meeting just as soon as the legal aspect is completed on the rezoning.
  2. I received an email from the City Auditor that there are discrepancies in longevity pay.  At this time, I would like to assign Discrepancies in Longevity Pay to Ms. Abdella’s Finance/Audit Committee.

 

Report of Standing Committee:

 

Ms. Abdella had no report for Finance/Audit Committee.  Ms. Abdella called a committee meeting for Wednesday October 20th, 2010 for the purpose of discussing Longevity Pay.

Mr. Baker, Police and Fire Committee had no report but stated “GO BUCKS”.

Mrs. Marshall, Streets, Sidewalks and Storm Sewers had no report.

Mr. Robinson had no report for the Utilities Committee. 

Mr. Martin, Parks and Recreation Committee had no report. 

Mrs. Boso, Planning and Zoning Committee had no report.  Mrs. Boso did ask about the legal aspect for the Public Meeting.  Mr. Webster stated that it would not be ready by the next meeting.

Mrs. Boso had no report for Economic Development. 

Mr. Sinnett, Rules Committee had no report.  Mr. Sinnett thanked council for covering for him at the last two meetings that he wasn’t able to attend.  Mr. Sinnett called a committee meeting for October 25, 2010 at 7:00 p.m. for the purpose of discussing burning in our city.

Mrs. Boso brought before council for third reading AN ORDINANCE CHANGING THE ZONING CLASSIFICATION OF CERTAIN REAL ESTATE OWNED BY BROUGHTON COMMERCIAL PROPERTIES LLC.  A vote was taken with all members of council present voting aye. 

Mrs. Boso moved this be Ordinance 16, 2010-2011 and duly passed.

Ms. Abdella brought before council for second reading A RESOLUTION AUTHORIZING THE MAYOR, SAFETY-SERVICE DIRECTOR, AND LAW DIRECTOR TO EXECUTE A LABOR AGREEMENT WITH UNITED FOOD AND COMMERCIAL WORKERS, LOCAL 400.  A vote was taken with all members of council present voting aye

Ms. Abdella moved to suspend the rule of council requiring reading of ordinances and resolutions on three different days to allow the third reading of this resolution.  A vote was taken with all members of council present voting aye.

Ms. Abdella brought before council for third reading A RESOLUTION AUTHORIZING THE MAYOR, SAFETY-SERVICE DIRECTOR, AND LAW DIRECTOR TO EXECUTE A LABOR AGREEMENT WITH UNITED FOOD AND COMMERCIAL WORKERS, LOCAL 400.  A vote was taken with all members of council present voting aye

Ms. Abdella moved this be Resolution 23, 2010-2011 and duly passed.  A vote was taken with all members of council present voting aye.

New Business:

Mr. Neff recognized the students from Belpre High School that will be participating in Student Government Day.  Each student present stood and introduced themselves.

Persons Appearing Before Council:

 

Mr. Robinson asked if there were any waterlines in the alley that Mr. Robinson was wanting closed.  According to the administration there are no waterlines.

Council welcomed back Jolene from her trip to England

Ms. Abdella asked about the political signs and how long they are allowed to be posted.  According to the administration they are allowed 30 days prior to voting.

Mrs. Marshall commented on our school system and stated that if we want to bring businesses to our community then we need to have a good school system for our children to learn.
